FY27 Appropriations

FY2027 COMMUNITY PROJECT FUNDING (CPF):

In order to make the federal funding process more responsive to the needs of the American people, the House Appropriations Committee is now accepting requests from Members of Congress for Community Project Funding (CPF) for Fiscal Year 2027. This funding will support specific, worthwhile projects across the country. Each Member of Congress may submit up to 20 projects proposed by government entities and non-profits (with some exceptions) to the Appropriations Committee to be considered for FY27 funding.

Final determinations on funding are subject to enactment of an FY27 appropriations bill. Members cannot guarantee which, if any, projects are funded, nor at what level.

I am grateful to have received so many wonderful proposals for projects across Vermont. Below are details of the projects I submitted to the Appropriations Committee for consideration, listed in alphabetical order. In accordance with House and Committee rules, I have certified that neither I nor my immediate family has any financial interests in any of the projects I submitted.

I am excited to put forward projects that will benefit Vermonters across the state. From building much-needed housing, to repairing long-neglected bridges, to ensuring our firefighters have the equipment they need to stay safe. The 20 projects outlined below reflect the wide range of needs in our state, and I am committed to working diligently to help bring them to fruition.

Cyber Threat Scenarios Project – Champlain College – $1,785,408

The Champlain College Cyber Threat Scenarios project is a six-year initiative that enhances cybersecurity readiness for law enforcement and local organizations by simulating real-world cyberattacks in a controlled lab, producing scalable training resources, and equipping students with hands-on skills to help address the global cybersecurity workforce shortage.

Forensic Technology and Equipment Upgrades to Combat Internet Crimes Against Children – Vermont Office of Attorney General – $846,617

This project strengthens the Vermont Internet Crimes Against Children Task Force’s ability to combat online child exploitation by equipping it with advanced forensic technology and a mobile evidence processing vehicle, enhancing support for local law enforcement, improving digital evidence analysis, and enabling more effective identification of offenders, rescue of victims, and successful prosecutions.

Johnson Public Library Renovation Project – Town of Johnson – $665,000

The Johnson Public Library Renovation Project preserves a historic, treasured community resource, protecting it from future flood damage and modernizing library facilities to meet patrons’ educational, information access, health care, and community programming needs.

South Londonderry Community Wastewater System – Segment II – Town of Londonderry – $1,600,000

The South Londonderry Community Wastewater System expands access to reliable wastewater infrastructure, reduces barriers and costs for new housing development, alleviates environmental and site constraints associated with septic systems, and promotes smart growth within the designated village center.

Town of Berlin Municipal Garage Modernization Project – Town of Berlin – $1,000,000

The Municipal Garage Modernization Project funds the construction of a new facility that protects critical equipment and infrastructure, enhances maintenance capacity, improves public works efficiency, and ensures safe working conditions for municipal employees, while also strengthening flood resilience and providing flexible space for community use.

Town of Hardwick Rescue Squad Facility Construction – Town of Hardwick – $1,300,000

The Town of Hardwick Rescue Squad Facility Construction project strengthens life-saving response capabilities, ensures reliable and rapid emergency care, and enhances operational readiness for first responders, while reinforcing Hardwick’s role as one of the regional hubs for growth, housing, and economic activity in the Northeast Kingdom.

Town of Newbury Highway Garage Construction Project – Town of Newbury – $1,460,000

The Town of Newbury Highway Garage Construction Project expands infrastructure and facilities to improve critical service delivery as Newbury grows to meet state and regional housing targets.

City of Montpelier Bailey Dam Removal – City of Montpelier – $1,449,675

The City of Montpelier Bailey Dam Removal will support flood resilience for the city in the future through the removal of the Bailey Dam.

City of St. Albans Stormwater Treatment Facility Construction – City of St. Albans – $2,000,000

The City of St. Albans Stormwater Treatment Facility Construction will construct the community’s largest stormwater treatment facility, reducing stream runoff during storms and lowering phosphorus levels flowing into Lake Champlain’s St. Albans Bay. This project will d improve water quality for residents and lower stormwater utility fee burdens faced by local residents and property owners.

Burlington Fire Dept. Paramedic Training and Equipment Project – City of Burlington – $826,565

The Burlington Fire Dept. Paramedic Training and Equipment Project strengthens the department's capacity to deliver high-quality emergency medical services, improve operational efficiency, and protect the health and safety of both residents and first responders by training three firefighters as paramedics, replacing personal protective gear for all firefighters, and purchasing training, ambulance, and patient care equipment.

Little Rivers Health Care Bradford Clinic Expansion Project – Little Rivers Health Care, Inc. – $1,200,000

The Little Rivers Health Care Bradford Clinic Expansion Project creates additional space for behavioral health and care management services, establishing a community-based urgent care and health access site, and expanding mobile service delivery to rural communities, improving access to timely, cost-effective care which will strengthen the sustainability of the rural health system and better align services with the needs of Vermont residents.

Fletcher Free Library Renovation Project – City of Burlington – $1,000,000

The Fletcher Free Library Renovation Project will modernize and preserve the 122-year-old Carnegie library through critical capital improvements, including upgraded electrical and technology systems, interior reconstruction to create flexible workforce and meeting spaces, and enhanced ADA accessibility. This project will strengthen community infrastructure by ensuring residents have equitable access to safe, inclusive indoor public space, free technology resources, and workforce development programming.

Gilman Schoolhouse Housing Project – Town of Lunenburg – $750,000

The Gilman Schoolhouse Housing Project redevelops a historic school building into a multi-use community asset, creating four units of workforce housing along with recreation and meeting spaces. This project addresses critical housing needs in a rural, high-poverty area while strengthening local infrastructure and supporting Lunenburg’s long-term housing goals.

Harris Place Redevelopment Project – Town of Brattleboro – $2,500,000

The Harris Place Redevelopment Project will develop a mixed-use building in downtown Brattleboro, along with the infrastructure to support it, which will create new workforce and senior housing. 

Town of Putney Mondon Commons Homeownership Development – Vermont Housing & Conservation Board – $1,000,000

The Town of Putney Mondon Commons Homeownership Development provides permanently affordable two-bedroom homes, addressing a critical local shortage of owner-occupied housing. This project transforms an underutilized lot into a pedestrian-friendly, net-zero-ready neighborhood that supports local workforce, seniors, and families while serving as a scalable model for affordable homeownership in Windham County.

South Burlington Alternative Transportation Crossing Project – City of South Burlington – $924,880

The South Burlington Alternative Transportation Crossing Project will construct a bicycle path connection on the existing Walk-Bike Bridge over I-89 at Exit 14, linking to shared-use paths serving downtown Williston and Burlington. Building on Phase I, which provided pedestrian access, this project removes a major regional barrier to walking and biking along the east-west corridor of Williston Road (US Route 2), improving safe, active transportation options for the community.

Brandon Clinic Expansion Project – Community Health Centers of the Rutland Region, Inc – $1,000,000

The Brandon Clinic Expansion Project will renovate and expand the Brandon Community Health Clinic by 30%, adding four exam rooms, an expanded pharmacy, an ambulance entry, and additional consultation and nurse visit spaces. This project will increase access to primary care in a medically underserved, economically isolated area of Vermont, addressing higher rates of chronic illness and substance use while strengthening local health infrastructure.

Town of Williston Oak Hill Crossing Housing Project – Vermont Housing & Conservation Board - $1,000,000

The Town of Williston Oak Hill Crossing Housing Project will create 23 perpetually affordable own-occupied homes. This development addresses critical local housing gaps by providing workforce and low-income families with affordable homeownership opportunities, supporting the Town’s 2025–2032 housing priorities, and promoting equity for underrepresented households.

Burlington Affordable Housing Renovation Project – Burlington Housing Authority – $1,687,500

The Burlington Affordable Housing Renovation Project will make critical infrastructure improvements at multiple affordable housing properties, including roof and window replacement, fire safety upgrades, and lead paint remediation. The project ensures these homes remain safe, healthy, and sustainable for families, seniors, people with disabilities, and survivors of domestic violence, preserving essential affordable housing in the community.

Northfield VT Route 12 Bridge Replacement – Vermont Agency of Transportation – $1,200,000

The Northfield VT Route 12 Bridge Replacement Project will replace a deteriorating two-span highway bridge built in 1926, which is currently rated in poor condition and at risk of closure. As the main thoroughfare through downtown Northfield, the bridge is critical for local and regional travel. The new bridge will enhance safety, support ongoing population growth, and sustain development within Northfield’s Designated Village Center.
